Consider using the GitHub Releases Feature on a periodic basis for WCAG3; Also referencing comment contributors where possible/desired #333

Description

@airbr

Github Releases provide a mechanism to collect a list of contributions , even if its just a Git Log redaction, of people who contributed from GitHub Issues. These can include contributions from people who are not full participants in the creation of the document but who make some kind of useful contribution on a GitHub Issue.

Example: Sustainability Guidelines Community Group Draft Release:

https://github.com/w3c/sustyweb/releases/tag/v1.0-D2

Ideally this is a way that a log of people who contribute could be kept for positive purposes, such as showing growth or background of contribution on GitHub before potentially becoming an IE or part of a Member Organization.

My intent is that I had a positive experience with the Draft Sustainability Guidelines with the way that comments I made were credited in release statements. It could become unwieldy to use this feature all the time, but on a periodic basis it could be a good addition something like it.
