Define the requirements for what is desired of multi-EOA sequencers

Touching on ideas such as:

• a sequencer MUST have a mechanism to use a different EOA to send transactions in the event that one gets stuck.
• a sequencer MUST NOT miss more than 1 L2 slot as a result of one EOA getting stuck
• a sequencer MUST be able to support at least 3 EOAs
