Components inside of the "Add Language Description" dialog are not properly resizable

Description

All components inside of the "Add Language Description" dialog have a fixed size and do not stretch on dialog resize.

Use case/motivation

The form keeps the top position and text fields stretch on dialog resize.
All buttons keep the bottom position.
