Generate SQL Project from OpenAPI / Swagger Spec appears as an overflow menu option when not in context

Steps to Reproduce:

1. Open the Database Projects from the activity bar
2. Notice that the option "Generate SQL Project from OpenAPI / Swagger Spec " appears when you click the ... here this is expected

Now go to any other activity bar or explorer notice that it also appears even when not in context

In this example I'm using the SQL Server Query History Explorer

In this example I'm in the Code Editor

it seems like it this option should only appear when the database projects are in context.
