WPA RPS breakdown and QUIC scheduling improvement

Describe the feature you'd like supported

1. RPS breakdown should include stream alloc state, which can reflect how much time the app spends in the StreamStarted event.
2. QUIC scheduling graph should include XDP utilization from QUIC's PoV. One idea to implement this is log whether any ring advances with a timestamp.
