Add azd scripts to create infra and deploy application

Add azd scripts to do the following:

• create Azure Services used by the workshop:
  • Azure Open AI and other models as needed
  • Azure Container Apps
  • Cosmos DB
  • APIM
  • Security and other Azure services as needed
• build and deploy the application to Azure Container Apps.
