[cli] Update TTK configs

The configs the CLI uses for TTK projects are outdated, but they're also changing due to the upgrade from Teams Toolkit -> M365 Agents Toolkit.

Some key changes needed:

• The YAML files are now named m365agents.*.yml
• The schema version used in some of them needs updated to v1.8, which also requires minor changes to the actions
• Replace usage of botAadApp/create with aadApp/create
• Add the *.sandbox.yaml configuration for the new Teams developer sandbox channels.
