An error occurs when downloading a new created file or directory from file share

Repro Steps:

1. Expand a storage account -> Expand a file share-> Right click the file share -> Create an empty file.
2. Right click the above file -> Click "Download...".
3. Check the result.

Expect:
Download this file successfully.

Actual:
An error occurs when downloading this file from file share.

1. This issue also reproduces when downloading a new created directory from file share.
2. This issue doesn't reproduce for blob container.
