Agentic mode stuck on `Running tests...`

I was testing Copilot today and ran into this. In agentic mode, Copilot wanted to execute some tests. I clicked on continue and it got stuck in the state Running tests.... After 15 minutes or so, I paused the LLM execution and ran the request again.
