Appearance customization menu optimisation

Requesting theme menu to be added here. One shouldn't have to dig deeper than 2nd level of Appearance menu to customise theme. I have to look up online every time I want to toggle dark and light theme- Which I do once in a while but not too often. But still it is one of the basic functionalities and regardless of how frequently accessed, it ought to be here.

Oh yes. I found it:

It's just that I was expecting to find it in "View" menu.

I just wanted to clarify, why the menu is nested under "File" menu.
