Open up settings in a proper pop-up dialog window

Hate to break it to your UX/UI team but the Settings need to be accessible in a pop-up window, not in a tab within the interface. It is not a good idea to put them in the main interface. This is confusing and idiotic. I have used VS Code since its inception and I still firmly maintain that this design choice is idiotic.

It is compounded by the fact that the settings pages are hideously unorganized in a human-accessible fashion. It's like wandering through a maze.

I confirmed on Windows 11 that you can drag the Settings editor tab outside of the window to place it in its own new window. You can also right-click on the tab and select "Move into new Window" to do the same. Let me know if those options work for you.

The Settings tab does not detach from the window reliably, hence the reason I never knew that was even an option:

If another VSCode window is behind the window you drag the tab from, this behavior does not work. It attempts to move the tab between tab-containers. UI inconsistencies and errors delineated below:

• Dragging from tab bar shows an 'invalid action' cursor icon:

  Dragging onto the title bar does not work in a maximized window (while it may work in a movable window). This is therefore not a solution in a typical maximized window workflow.

• The other areas that would make sense to have a "detach me here" cursor icon instead do nothing at all, and have a "move this here" icon as if it's still part of the tileable tab area.

• The new window is not a proper non-blocking modal dialog box, but a stripped down real window, which is not proper design and is inconsistent with user psychology.
