Add supported APIs tables proposed in #4286 for Input/Output functions.
Part of #3978.
The goal of this and #4188 task is to ease tracking and improve visualization of pandas API support. After this approach is implemented, developers (and reviewers) will be responsible for changing information about function's level of API support (which is why those tables are near functions basically) and it will be automatically reflected in the user documentation.
