Feature: Add `issueDetails` option to the configuration files

A repository maintainer was uncertain how to address some AllStar findings, e.g., Branch Protection, because the issue text wasn't sufficiently actionable.

Would it be possible to add moreInfo or issueDetails configuration to each check configuration so deployments can provide more specific guidance to their repository maintainers? E.g., our branch_protection.yaml could have:
