Windows jobs on Azure Pipelines failing #53361

They're currently all failing with:

##[error]This is a scheduled Windows Server 2019 brownout. The Windows Server 2019 image will be removed on 2025-06-30. For more details, see actions/runner-images#12045

Presumably we need to move to a more recent Windows Server versions for all the Windows jobs.

I don't know who on the Edge team is the right point of contact now — maybe @mustjab? Do you have any opinion on whether we should move to windows-2022 or windows-2025 for the Edge runs?
