add slave poller functions

When the primary poller fails to retrieve data, attempt to collect data using the secondary poller.

It's likely that this will not happen. I gave the current design a lot of though, maybe 2-3 years of it. That was one of the design constraints that I struggled with, moving polling items to other data collectors when the primary was down. It get's pretty messy real quickly and there are just so many scenarios to cover. I would have you put the primary poller on a VM if you were concerned about hardware failures. If it's a network failure you are worried about, you will have bigger issues on your hands. The world will never be perfect and systems just break down. Fortunately, a well managed Cacti system can stay up for years without major issues.
