Select list using special characters for the current value can not be displayed in thold

# Describe the bug

When rendering a Select list in thold that includes a special character the previous value will not properly compare to the current list value due to over escaping.

## Expected behavior

Cacti should be able to work in these edge cases as the form_previous_value is not used in output, just comparison.
