Introduce `html-validate` for HTML linting

Adapt html-validate out of DB UI Core usage for HTML linting.

I tested it... I think it hasn't such a big advantage in our mono repo, because we use a lot of jsx.
We should discuss this further

we could test the output, rather than the input. Currently we're rendering our documentation on the client quite heavily, but as soon as we generate our documentation as static content it would be an option to test that output.
