I filed cue-labs/oci#37 upstream, but never implemented the downstream end-result of actually injecting a User-Agent value in our builds so we're still rocking the Go-http-client/1.1 nonsense Go defaults to. 😭

We should be able to fix this pretty easily by just injecting something in our rate limiter code, which isn't ideal but it's better (IMO) than implementing a second wrapper around the round-tripper just to inject a user-agent value.
