Nomad autoscaler version: Nomad Autoscaler v0.4.6+ent

The azure-vmss target plugin fails when used with an Azure scale set in flexible orchestration mode with the following error:
Operation 'VirtualMachineScaleSets.instanceView.GET' is not allowed on Virtual Machine Scale Set.

Per Azure documentation flexible scale sets do not support VMSS Get Instance View.

Can the azure-vmss plugin be updated to support flexible scale sets?
