Add Spector tests for ArmResourceDeploymentScope

We don't have any spector test cases for scope which caused us to unable to detect the emitter breaking caused by https://github.com/Azure/typespec-azure/pull/2670/files

We need to add cases to cover the above TSP schema to avoid same problem happens again.
