[REQUIRED] Test case

Apply the 1 day cleanup policy. Apply the 1 day cleanup policy again with the --force option.

[REQUIRED] Steps to reproduce

Do as indicated.

[REQUIRED] Expected behavior

Policy applies again even though no change.

[REQUIRED] Actual behavior

Command indicates no change and does not apply.

Encountered while trying to apply policy again for #8418
