Update of `danger-swift-with-swiftlint` package

Is it possible to update a danger-swift-with-swiftlint package with including of the latest danger release (3.16.0 currently) and SwiftLint (0.51.0 is the latest one)?

Hey @mbaikovets, at the moment the reason why we are not releasing the "with swiftlint" version is because it fails because it needs bazel, I've made one try to install it but it didn't work.
I didn't try with npm as suggested here
That might be the right solution.
