Add man-mcp-server, an MCP to access local man pages.

Description

Motivation and Context

Being able to access the local man pages allows LLM agents to adapt their responses to the local machine and the exact version of tooling available.

How Has This Been Tested?

Tested with Github Copilot in VSCode.
