As the VueUse audience continues to grow, we have been inundated with an overwhelming number of feature requests and pull requests. As a result, maintaining the project has become increasingly challenging and has stretched our capacity to its limits. Please note that new features for VueUse may not be accepted at this time. resolve: #3034

Added useTimeAgoIntl feature following the suggestion by @AbdallahAlhaddad and the comments by @antfu, using Intl.RelativeTimeFormat to enable useTimeAgo with i18n support.

Additional context

This is a frequently requested feature, as many people have asked for it in the following issues. I hope this PR can be considered for merging.
