The results of this is going to depend on the device class a lot and you might have partners who are willing to be more aggressive on one device class vs another.
There's some fingerprinting risk to saying "only apply these rules to high-end devices" because now maybe you can differentiate those users. I wonder if that's part of the adoption story here: having policies that automatically adapt to users' device class? Like [...] the $200 netbook vs a MacBook Pro. Some things like "did you zip your files" won't be affected by this but if it's more like "how long did it take to load?" (things that would scale with the device), it might be interesting to think about.
