Add support for removing support for a feature between IE11 and Edge or for versions > N of other browsers

Examples:

1. Edge has a bug preventing prefetch from functioning properly and has not yet implemented prerender. IE11 supports dns-prefetch, prefetch and prerender.
2. Firefox has removed the Battery Status API and we'd like to mark the build it was removed in.

We'd like to be able to represent this on the status page accurately.
