Build a UI for Metrics to make them more consumable

What would you like to be added:
Currently our CI Metricsare reported as flat Json and they are not the most nice to visually parse or consume. GCS will host static web sites. It would be nice to create a better visual representation of the data and add some filtering/searching.

Why is this needed:
Metrics are not very useful if they can not be easily consumed and filtered for those that might need them or try to report on them. Adding some nice UI and UX around the metrics should enable more efficient use.
