Automate generation of instrumentation versioning support

Manual documentation of versioning support was added in https://github.com/open-telemetry/opentelemetry-go-instrumentation/pull/907. This documentation is brittle and prone to being out-of-date. Automate the generation of the COMPATIBILITY.md doc.

An initial attempt, using the `inject` package, was started [here](https://github.com/open-telemetry/opentelemetry-go-instrumentation/pull/268).
