[test] Improve dev workflow

We want generation workflow to follow the codegen wiki guidelines such as seen here: https://github.com/Azure/azure-sdk-for-python/wiki/Dataplane-Codegen-Quick-Start. lets format the copilot instructions file to showcase this flow
