Closes #4965

Features:

• Enable Custom Role assignments after the subscription move is completed

Fixes:

• Fix for spelling mistake in ExcludedRoles
• Fix for static tests ExcludedRoles > excludedRoles
• Fix for BCP187 Errors under PIM Assignment Types
