Gpg Key not Published blocking docker/maven

Bug description

Can someone apache maven please comment or support resolving carlossg/docker-maven#551

It looks like one of the commits is signed by a gpg key that is not publicly published, or if apache confirmed gpg from a keyserver, maybe that needs to publish to different keyservers too.
