What happened?

Description

You can add multiple users with the same email address. This creates various problems when having the config useEmailAsUsername. It is semi related to an earlier problem #15758 that has been fixed, but only when removing one of the activated users...

Steps to reproduce

1. create 2 users with the same email adres and activate 1 of them

Expected behavior

Error handling when trying to create a second user with the same email

Actual behavior

Let's me create infinite users with a same email adres

Hi, thanks for getting in touch! It's intentional that you're able to create multiple inactive users with the same email address.

This creates various problems when having the config useEmailAsUsername.

When you want to activate the users only 1 can get activated obviously and the others getting errors when trying to activate (user already exists). A username is a unique value, but in this situation it's not and it's creating issues here. What is the intention to allow multiple users with the same email?
