Create alerts directly from insights #72507

Problem Statement
If I see interesting data on an insights module, e.g., the Queries module showing me a query that is taking significantly longer to execute, I would like to be able to create an alert directly from the charts, such as:
My expectation is that the appropriate metric would be pre-populated, along with some reasonable default values for thresholds, e.g., perhaps a critical threshold 100ms below the peak in the chart I'm viewing:
