Wheels for cpython 3.13

Thanks @scoder for the great package. We're using it extensively in our viperleed package. However, we recently ran into some problems installing quicktions on CPython 3.13 on Windows, where users rarely have compilers installed. Is there any plan to have pre-built wheels for Python 3.13?

Edit: perhaps a solution similar to that in #4 would work?

Thanks for asking. It looks like the corresponding changes in the master branch didn't make it into a release last year. I modernised everything I could find in the build and will release 1.20 today.

FYI, I just noticed a serious calculation bug that has been there for easily three years without anyone noticing. I'll push a fix release ASAP.

Many thanks @scoder for the quick fix. I can confirm that our users without a compiler can now successfully install quicktions.
