Install UnitTestBot C/C++ server: Windows (local)

Local installation via Windows Subsystem for Linux (WSL):

1. Set up WSL with Ubuntu 20.04
2. Install the required dependencies and the compiler
3. Install the UnitTestBot C/C++ server
