  • Smooth scrolling for anchor links
  • Hide the Community Survey links in the sidebar if the survey is not the active page
  • Bubble chart zero-lines should be bold

In the google doc version of the site you can see that the quadrant graphs (the ones where we need to move the 0-lines) also have different shading in each quadrant to make them more obvious. This would be a nice to have.

Likewise, the usage/satisfaction graphs have a shading on the block below the 1.0 mark to indicate that's a bad area, and this also is a nice to have.
