Investigate any impact from upcoming TypeScript 5.9 Release

TypeScript 5.9 is expected to have an RC release on Jun 17 with a final release on Jul 22. We want to investigate these changes and see if any impact Cypress. microsoft/TypeScript#61648

Taking a look at the issue, it looks like the only thing that could be a problem is module: "node20", which requires moduleResolution: "node16". I tested this with the 15 binary and Cypress 14.5.0 and things work as expected with Typescript dev 5.9 for both the child process to load the config and the webpack preprocessor using ts-loader
