Example of packaging app using Nuitka compiler

Nuitka has these features:

1. Can compile program to .exe
2. Can compile Python .py modules to .pyd or .so modules
3. Can compile whole Python packages to .pyd/.so module

Currently cefpython only has an example of packaging with PyInstaller on Windows. See README-pyinstaller.md. It would be nice to add support for more packagers. Pull requests are welcome.

+1 . Would be Marvelous combination: webUI in CEF + Python data services, compiled as standalone binary with Nuitka. +1 window.postMessage or data connection to host. Excellent work @cztomczak @kayhayen
