Buildsrc should apply a platform dependency on the Jackson BOM rather than using the version for jackson-databind

Jackson releases from time to time a hot fix on the BOM where only one module has changed. Our current use of the property in buildSrc is so that it expects jackson-databind to always align but that might not be the case.
