Okay so when i run my server through a docker compose file, the container seems to call paper apis even though there is a jar file for the version i defined in the mounted directory. I want to stop that

Well in a perfect world this would be amazing to have forced auto updates but in my country where the internet barely works, getting the download to work is like lightning striking a defined location and because it isnt likely for lightning to strike somewhere twice the server would not start due to issues with contacting the paper api
