[Command Palette]Add ability to launch PowerToys applications from the Command Palette

Description of the new feature / enhancement

when the Command Palette is launched, typing in:

• "fancy"/"zone"/"zones", etc
• "envi"/"variab"/"environ"/"var", etc
• "host"/"hosts"
• "regis"/"previ"/"registry", etc

would enable users to launch the PowerToys: FancyZones Editor, Environment Variables editor, Hosts File Editor and RegistryPreview.

Scenario when this would be used?

instead of users having to open PowerToys in order to launch these applications, they will be available to launch them quickly from the Command Palette.
