Steps to reproduce

The exact same behavior as described in #23982.

Installing 0.86 fixes the issue.

Opening a new issue since that closed issue is being ignored and the problem is still present.

Same issue here. I've tried uninstalling/re-installing and removing AppData\Local\Microsoft\PowerToys, but the settings UI still wouldn't show up. The Command Palette worked fine, but the Image Resizer wouldn't open.

Downgrading to 0.86 fixed it.

I have a very similar, if not the same issue with v 0.91.1.

• PowerToys was already set to start at login, so it still initialized properly
• All the utilities I had enabled were functional (e.g. FancyZones, PowerToys Run, Advanced Paste, etc)
• PowerToys icon in the system tray and its context menu accessible

BUT UI/windows did not open:

• Calling the main settings window, quick access panel, or FancyZones editor resulted in mouse cursor to change to pointer with hourglass, then back to normal pointer, seeming to indicate that something had happened, but no UI opened.

I thought it had something to do with a newly installed GPU and/or its new driver, but reverting back to previous GPU did not fix the issue. Actually, the problem started with a slightly earlier version, maybe 0.91.0, maybe one before, not sure, and I uninstalled it and installed 0.91.1 hoping it would fix the issue, but there was no change. However, as suggested here, downgrading to 0.86 did fix it, even with the new GPU.

I have not done any further debugging, but I was able to get a bug report zip file from 0.91.1, which is attached.
