Description of the new feature / enhancement

Add controls to extend duration of the effect.

Scenario when this would be used?

I use this feature when sharing screen on calls to draw attention to a particular area of the screen. being able to control the duration of even make the highlight effect last until I use the shortcut again would aid extended discussions where gesturing to various areas on the screen is useful.
