Shell UI reloads after screen locks on Windows

On Windows after you unlock the screen the shell UI loads causing various bad behaviors such as:

• reinitiation of greeting
• black user interface

Need to prevent the renderer from reloading the window contents.

Or change the shell to able to reload the UI (without the main process being reload).
