Support for CRIO Container Runtime

Note: Feature requests to integrate ARC with Kubernetes running over CRIO and not only Docker.

Why is this needed?

Migrating from RKE to OKE

Note: We're migrating our K8S infrastructure from RKE to Oracle Cloud and need to use ARC with Oracle Kubernetes Engine that's run with CRIO container runtime

Additional context

Can't configure ARC to use CRIO socket

Cannot connect to the Docker daemon at unix:///var/run/docker.sock. Is the docker daemon running?```
