Rust ControlPlane: TCPRoute Support

The purpose of this task is to implement TCPRoute support in our new control-plane.

TODO

• Create a TCPRoute controller
• Create integration tests which match our previously Golang-based tests to test the controller.

The Kubernetes project currently lacks enough contributors to adequately respond to all issues.

This bot triages un-triaged issues according to the following rules:

• After 90d of inactivity, lifecycle/stale is applied
• After 30d of inactivity since lifecycle/stale was applied, lifecycle/rotten is applied
• After 30d of inactivity since lifecycle/rotten was applied, the issue is closed

You can:

• Mark this issue as fresh with /remove-lifecycle stale
• Close this issue with /close
• Offer to help out with Issue Triage

Hi @shaneutt,

I've started looking into this topic. As of now I was already successful in getting the first TCPRoute configured and working with the Rust controlplane. There is some more polishing required, and as well the integration test setup is currently not in a great shape, but I've already started to prepare some of the required parts.

The current status can be found at https://github.com/hargut/blixt/tree/feat/add-tcproute-controller. I'd be happy to get any early feedback and to incorporate it.

I'm planning to continue working on the topic within the next week to create the (first) according PR.
