[Bug]: Using "Create Online Dev. Environment" action from GitHub fails

Describe the issue

When creating an online dev environment using the GitHub action "Create Online Dev. Environment", the action fails with this error message:

Unexpected error when running action. Error Message: Error downloading symbols for Microsoft_System_1.0.0.0.app. Error was: Exception calling "GetResult" with "0" argument(s): "Response status code does not indicate success: 404 (Not Found)."

The Sandbox environment in the Entra tenant was created successfully.

Expected behavior

An environment is created and available.

(info: The last CI/CD run in this project completed successfully and the project's app was deployed to an existing sandbox without issue.)

Steps to reproduce

Manually run the "Create Online Dev. Environment" Action
Authenticate using a devicelogin authcontext
