[Documentation] Add Note for fabric Capacity size requirement for Creating Eventhouse

⚠️ Problem

In order to use the fabric gui to create an Eventhouse Fabric Capacity had to be sized at F16

🛠️ Solution

Add A note to the documentation Stating that a minimum fabric capacity size of F16 is required for following the documentation, and that you can subsequently Scale to a lower Sku

ℹ️ Additional context

Alternative that I did not try was using the fabric apis / powershell to manually create the eventhouse on a lower capacity.
