Hermes JS Debugging completely broken after 7/1 integration

Problem Description

Unable to connect any JS debugger to RNW apps running Hermes after the #13508 integration PR. The debugger websocket is available but none of the CDP commands work.

Steps To Reproduce

1. Start RNW app
2. Try to connect JS debugging with VS Code or Edge Inspector

Expected Results

Debugger connects
