Crash upon opening two instances

Steps to reproduce

1. Open Windows Terminal by clicking the pinned taskbar icon.
2. Right click the taskbar icon, click "Terminal Canary" to open another instance.
3. After 5-10 seconds, existing terminal disappears and a new one is opened. You do not get two open instances.

It crashes.

Thankfully this issue is very easy to reproduce and so we can just debug this regularly. I'll close this in favor of #19093 which describes the same issue but came earlier.
